The FUFA Referee Disciplinary Panel has suspended referee William Oloya from officiating football for six months after failing to record a yellow card in the league encounter between KCCA FC and NEC at Lugogo stadium.
According to FUFA, Oloya cautioned two players Gavin Kizito Mugweri and Emojong Anthony Okimaru during the KCCA FC vs NEC FC game this season but never reported the yellow cards in his final report submitted to FUFA and UPL Secretariat.
This led to KCCA fielding Kizito during their 2-0 win against Mbarara City at Kakyeka stadium on January 7th, 2025 unknowingly that he was suspended after accumulating three yellow cards.
According to Article 26, Subsection 9 of the FUFA Competition Rules:
“A player who accumulates three (3) bookings (cautions) in a league and mixed-format competition shall automatically become an ineligible player for the next one physically played match.”

Besides a six month suspension, Oloya has been directed to undergo a refresher training session on reporting with an instructor appointed by the FUFA referees’ office.
The experienced referee has to avail a report to that effect before the completion of his six-month suspension and failure to do so he shall stay suspended until the course is done.
In 2024 Oloya was suspended after failing to award a clear penalty to Mbarara City when Juma Ramathan was fouled inside the box but went unnoticed. This was during the 2-1 Villa win over Mbarara City on March 30th, 2024, at Muteesa II Stadium, Wankulukuku.
Meanwhile, FUFA has also confirmed that KCCA FC has lost their League game against Mbarara City FC by forfeiture for fielding an ineligible player. The 13-time Uganda Premier league champions had won the contest 2-0 thanks to goals from Ettiene Katenga and Emmanuel Anyama.
FUFA confirmed the violation in an official statement which read, “The FUFA Disciplinary Panel has sanctioned KCCA FC for violating the FUFA Competitions Rules and regulations when they fielded an ineligible player Gavin Kizito Mugweri during their Uganda Premier League match against Mbarara City FC at Kakyeka Stadium on 7th January 2025. KCCA FC loses the match by forfeiture and consequently, Mbarara City FC is awarded three points and three goals.”
Meanwhile Mbarara City has been awarded three points and three goals.
